Napoli’s president recently spoke out against a rule that limits clubs in Serie A to signing only two non-EU players per season. Aurelio de Laurentiis is calling for a change and has given reasons to back up his claims about the pointlessness of the rule.

A few days ago, Napoli officially introduced their new sporting director Mauro Melus. However, the press conference was not only on this topic.

In fact, the Partenopei president complained about the rule that limits Serie A clubs to signing only two players from outside the EU. That is the number of non-EU players that teams in the Italian top flight can bring in or sign in one season.

It has to be said, De Laurentiis didn’t mince his words too much. For example, he called on the current president of the Italian National Olympic Committee (CONI), Giovanni Malaga, to resign.

According to De Laurentiis, this rule prevents Serie A clubs from going their own way. The president of the Italian Football Federation (FIGC), Gabriele Gravina, should also react.

“Why are we hunting fewer players from South America? Because of the Bossi-Fini law, which applies to non-EU citizens. England used to be part of the union and now it is not. The Lega should point this out, including Malago and Gravina,” de Laurentiis told a press conference.

“We are the only country that can only bring in two non-EU players. It would be nice to start a conversation with them on this subject. Malago should be asked to step down, given that football finances the whole of Italian sport,” the Naples president said.

From a purely this perspective, the fact remains that this rule is very restrictive for Serie A clubs. If a player does not have a valid passport in one of the EU countries and the club has already brought in, for example, two players from England in a given season, the club cannot afford any more foreigners from outside Europe.

“It slows down the whole mechanism. Clubs cannot go their own way because too many details prevent them from doing business,” de Laurentiis concluded.
